Well, unlike other communist systems, I allow a lot of other things like freedom of speach, freedom of the press, etc. so, it is more like socialism, but mostly communism.

"As all communist systems, it makes no sense. But you are entitled to your opinions. However, as long as you benefit from Imperial order you will answer to the Emperor. If the call for war comes you must devote all of your resources, the same as every other planet in the Empire. Intelligence tells us that war in the Core Worlds in imminent. The Core is the most densely populated area of the Galaxy and a large portion of it remains defiantly neutral. Taiothle will be expanding its borders at the same time we are, our differing interests could end up colliding. After the incident on Sheridan Prime tensions with Taiothle have been high."

Jean Francois has a very shocked feeling in his chest. He wonders what he should say to Vaal after Jean's servant was executed.
I am terribly sorry about the slapping incident. I mean, since the CSOC is communist, it's an initiative to get to somebody who wants to take more than everyone else. Normally, I would kick you out of the CSOC, but since you didn't understand our regulations, I forgive you. And, I have a little surprise for you...
Jean Francois snaps his fingers, and a bunch of musical dancers came in the room.
Normally, most countries have a more patriotical anthem. But the CSOC, nah.
Jean smiles as the dancers start to sing:

Nice talk in the CSOC {Ponounced like "sea sock"}
Yeah! Yeah!
Nice talk in the CSOC
Yeah! Yeah!
The song repeats for another fifty times. Grand Moff Vaal just shakes his head. Jean Francois snaps his fingers again, but the dancers start having seizures on the ground, and other people start to get them up and out.
I'm terribly sorry.Jean Francois continues.Anyways, You may be wondering why i have some people as backup dancers and others as servers. You see, the normal way of communism has failed,{I know from experience,} so I added a few things to it. Everyone has an equal chance to choose a job of their desire. And the ones that pay more will obviously have the majority of their money paid to everyone else. It is my job to make sure everyone is equal.

Grand Moff Vaal stood abruptly and grabbed the server by the throat, holding a blaster pistol to his gut.

"You impudent wretch! You dare strike THE Grand Moff of the Galactic Empire?! I, who have been entrusted by the Emperor himself to keep order in an Empire spanning thousands of star systems? And what are you, a lowly servant. I want this man terminated immediately." Two Stormtroopers stepped forward and grabbed the servant, taking him away. "An offense to me is an offense to the Emperor, and is unforgivable."

After a long pause the Grand Moff sat back down, pushing his plate out of reach. "Now that my appetite has been soured I suppose we may continue. I have been Grand Moff for ten years now and I have served in the Imperial Navy for forty three years. I was young still when the Borg attack left us stranded in this Galaxy, but since then I've seen what started as a small and heavily damaged fleet turn into an empire rivaling that of our predecessors. I can't say for sure whether or not we are Capitalist or otherwise, we're more Socialist than anything. We don't have any poor people, and our unemployment is very low. We don't have any elected officials but we have very tight regulations in place to deter corruption, of which we have very little."

Grand Moff Vaal follows Jean Francois into The CSOC's capital building. As the two sit down to a wonderful meal of chicken casserole. Pretty soon they begin to talk about their leadership.

"I have been prime minister of The CSOC for almost 10 years now. I grew up on a farm with my family. My parents were very poor, and we barely had enough money to feed ourselves. But I noticed that my other relatives were filthy rich. I thought that this was unfair, and that capitalism was evil. I wanted true equality, so I starting running for prime minister, and i won. I abolished capitalism and replaced it with communism. Now nobody is poor, nobody is rich. Homeless people now have homes. Everyone has a job of importance, and they have equal pay."

Grand Moff Vaal listens intently as he eats his chicken. But one of the servers slaps his hand as he goes for more.

"Well, I was told your government wanted a meeting with an official from New Coruscant. I suppose if you could take me to your leader, that would be splendid." Grand Moff Vaal replied as he stepped down from the transporter pad.

Imperial Grand Moff Vaal arrived in the CSOC's capital via matter/anti-matter transport. He is an elderly man who has served in the Imperial Navy longer than the Emperor and has spent his last ten years of service working on civilian projects throughout the Empire. Essentially, Grand Moff Vaal was a humanitarian that had improved the quality of life for billions of sentient beings living on third world planets. He stood in the transporter for a moment after materializing, wondering if anyone would greet him.
